Crash plane ‘was almost swapped’

The airline involved in the Madrid plane crash had considered switching aircraft at the last minute, a Spanish government minister said.

Spanair flight JK 5022 was delayed for about an hour because of a problem with an air temperature gauge.

The aircraft crashed on 20 August, just after take-off, killing 154 people.

Magdalena Alvarez told a parliamentary panel that Spanair had “indicated to the airport the possibility of replacing the plane with another”.

Ms Alvarez, the Spanish development minister, said Spanair “told the airport control centre that it had decided to continue with the plane… which is the one that crashed”.

She was summoned before the Spanish Congress to testify on Spain’s air safety procedures in the wake of the accident.

Spanair has not spoken publicly about having considered changing planes. A spokesman said the company could not discuss what had happened to the aircraft, because the accident was under judicial investigation.

However, it has previously insisted that the gauge problem had nothing to do with the crash.

The Spanish government has promised a full investigation into the crash, which is the country’s worst air accident in 25 years.

Sources close to the investigation, quoted by the newspaper El Pais, say the plane may have lacked sufficient engine power during take-off.

Video footage showed the plane travelled much further along the runway than normal before getting airborne, the paper reported.

All Spain crash bodies identified

All 154 bodies from last week’s plane crash in Madrid have been identified, the Spanish interior ministry says.

It says the bodies – some of them badly burned – are now being returned to grieving relatives for burial.

The Spanair flight from Madrid to the Canary Islands crashed after take-off on 20 August. Only 18 of 172 passengers and crew survived the accident.

An investigation is now under way into the crash – the country’s worst air accident in 25 years.

The MD82 plane veered into a dry river bed just after take-off from Madrid’s Barajas airport. It then broke up and burst into flames, setting light to surrounding vegetation.

Experts had to use DNA analysis, fingerprints and dental information to identify some of the badly burned bodies.

Spanish Interior Minister Alfredo Perez Rubalcaba said last week that was the main reason why the identification process was taking longer than expected.

Vibrating engine grounds Qantas plane

A QANTAS flight from Singapore to London has landed in the German city of Frankfurt after a vibration caused the crew to shut down one of its engines.

The Boeing 747-400 aircraft, carrying a Qantas flight crew and 350 passengers, landed at Frankfurt en route to London this afternoon (AEST) “due to the captain being alerted to a vibration in one of the engines,” a Qantas spokeswoman said.

“As is standard procedure the engine was shut down,” she said.

“There was no safety issue at any time and the aircraft continued to Frankfurt, where it landed without incident.”

Qantas engineers are investigating the cause of the engine problem.

Passengers were diverted to other carriers, either flying direct to London or to other European destinations “with what we expect will be a minimum of delay”, the spokeswoman said.

Jakarta – Pesawat Qantas dari Singapura ke London terpaksa mendarat di Frankfurt, Jerman, setelah terjadi getaran sehingga pilot mematikan salah satu mesin pesawat.

Pesawat Boeing 747-400 itu membawa 350 penumpang mendarat di Frankfurt pada Minggu ( 31/8/2008 ) siang karena ada getaran di salah satu mesin.

“Merupakan prosedur standar bila kemudian mesin dimatikan,” kata Jubir Qantas seperti dilansir news.com.au.

Menurutnya, hal tersebut tidak membahayakan sehingga pesawat tetap bisa terbang ke Frankfurt dan mendarat tanpa insiden. Ahli mesin Qantas saat ini memeriksa masalah mesin tersebut.

Penumpang pun dialihkan ke pesawat lain, ada yang langsung ke London atau kota-kota Eropa lainnya.(nrl/nal)

Daops VI Prediksi Penumpang Lebaran Naik 7 Persen

YOGYAKARTA – PT Kereta Api (KA) Daaerah Operasi (Daops) VI Yogyakarta memprediksikan jumlah penumpang pada musim lebaran ini akan mengalami kenaikan 6-7 persen jika dibandingkan pada tahun lalu.

Kepala Humas PT KA Daops VI Yogyakarta Hartomo WP mengatakan pada puncak lebaran tahun lalu, jumlah penumpang mencapai 14.652 orang. Sehingga dengan adanya kenaikan 6-7 persen tersebut, jumlah penumpang diperkirakan sebanyak 15.800 orang.

“Puncak lebaran tersebut terjadi pada H+2 hingga H+5,” ungkap Hartomo di kantornya, Sabtu ( 30/8/2008 ).

Untuk itu, dalam mengantisipasi terjadinya kenaikan penumpang ini, pihaknya telah menyiapkan tambahan rangkaian kereta api. Baik eksekutif, bisnis maupun ekonomi. Untuk eksekutif Daops VI menyiapkan tambahan KA Argolawu jurusan Solo-Gambir dengan kapasitas 400 tempat duduk.

KA Bisnis, yaitu Senja Utama Lebaran jurusan Yogyakarta-Pasar Senen dengan kapasitas 560 tempat duduk dan KA Ekonomi, yaitu Begawan Lebaran jurusan Jebres-Tanah Abang dengan kapasitas 102 tempat duduk.

“Untuk bisnis dan ekonomi sesuai dengan Kepmen No 8/2001, ada toleransi kelebihan tempat duduk. KA bisnis sebanyak 25 persen dan ekonomi hingga 50 persen,” terangnya.

Hartomo juga mengatakan untuk moda angkutan sendiri, pihaknya membagi dalam tiga jenis angkutan, yaitu angkutan KA pra lebaran dari tanggal 21-30 September, angkutan lebaran dari tanggal 1-2 Oktober dan angkutan pasca lebaran dari tanggal 3-12 Oktober.

Sedangkan terkait dengan tarif angkutan lebaran ini, untuk KA ekonomi tidak ada kenaikan tarif. Namun untuk kelas bisnis dan eksekutif (komersial, diterapkan tarif batas atas dan bawah, atau tergantung kapan waktu pemberangkatannya. (Priyo Setyawan/Sindo/hri)

On Indian roads, progress takes a deadly toll

MUMBAI: The twisted metal of smashed cars lining highways here is a grim testament to India’s road toll, one of the worst in the world with about 100,000 people killed in traffic accidents last year.

As incomes rise and the economy rapidly expands, new cars and trucks pour onto Indian roads at an ever-increasing pace, squeezing into narrow, congested streets that were never designed for such a massive flow of traffic. Creaking infrastructure, poorly trained drivers and cars that lack basic safety features because of a preference for cheap, fuel-efficient vehicles are causing an already horrendous road toll to balloon.

And the toll is not just human. The World Bank estimates that every year road accidents cost India about 3 percent of its gross domestic product, which was more than $1 trillion in 2007.

“We’re talking about a very serious issue here that also has huge economic implications,” said Rajesh Rohatgi, a transport specialist with the World Bank in New Delhi.

Road accidents could become one of the biggest public health issues in India. The World Bank forecasts that by 2020, the death toll on roads will overtake deadly diseases like tuberculosis and AIDS.

In India, where roads carry almost 90 percent of all passenger traffic and 65 percent of all freight, the mortality rate is 14 per 10,000 vehicles compared with less than two per 10,000 vehicles in developed countries, the World Bank said.

It is easy to see why: Cars and motorbikes, many with four riders astride, share space on narrow roads with bicycles, three-wheeled rickshaws, trucks, buses, the odd bullock cart and pedestrians forced to walk on roads because of hawkers on sidewalks.

With few Indian cities enforcing basic requirements like seat belts, it is not unusual to see children sitting in the laps of adults in front seats, and overloaded buses with people balanced precariously on the steps or perched on the roofs.

Pot-holed roads, inadequate safety regulations, a lenient license system and a lax attitude toward drunk and underage driving are all blamed for accidents that kill an estimated 275 people every day.

But the biggest killer is arguably the growing numbers of vehicles using Indian roads that are incapable of supporting the massive volume of traffic, steered by drivers who lack basic skills.

It is a problem that is being seen in other developing countries with booming economies that are making cars affordable to the masses.

The World Bank estimates that the number of deaths from car accidents globally will rise to two million per year by 2020 from just over half that figure now unless more people are taught driving skills and road laws are better enforced.

The Indian Transport Ministry estimates that the number of annual fatalities from road accidents might climb to 150,000 by 2015 because of the rapid growth of vehicle ownership in India.

Annual sales of passenger vehicles in India are expected to nearly double to two million units by 2010 and sales of commercial vehicles could more than double to one million units.

Vehicle ownership has risen at an average rate of about 15 percent a year over the last decade, but road maintenance is underfunded, with only about a third of road needs being met.

“Unfortunately, we have no policy framework, and there are so many agencies involved with very little coordination between them,” said Rohatgi, of the World Bank. “Blame must be shared equally at the institutional level, the engineering level and the consumer level.”

The government plans to spend more than $500 billion over the next five years to upgrade its roads, ports, airports and other creaky and inadequate infrastructure. But often, not all the money that is earmarked for a project actually gets there due to corruption and poor governance. The result is substandard construction and poor road maintenance.

While loopholes in the system put licenses in the hands of those ill-equipped to drive, there is also a general apathy among consumers toward seat belts, air bags and motorcycle helmets.

“Safety is unfortunately not a big part of the purchase decision of Indian consumers,” said Hormazd Sorabjee, editor of the Autocar magazine.

“Our best-selling small cars are typically not the safest vehicles on the road, because consumers are more worried about fuel efficiency and the cost of ownership, and would rather not pay for safety features such as air bags and anti-lock brakes.”

Vehicle makers are trying to fill the breach left by the government by setting up driver training schools.

“We do believe the need for training is becoming increasingly relevant due to the increase in vehicle volumes, high speed roads, enhanced performance of vehicles, and the requirement of specific skills for application vehicles,” said Debasis Ray, head of corporate communications at Tata Motors, the leading vehicle manufacturer in India.

The top passenger car maker in the country, Maruti Suzuki India, manages two training schools in Delhi with the state transport department. It has evaluated more than 400,000 clients, mostly commercial vehicle drivers, a spokesman said. It also runs about 35 driving schools along with its dealers and is setting up more.

Ford Motor is customizing its U.S.-based, teen-focused Driving Skills for Life program for drivers in developing auto markets including Indonesia, the Philippines, Thailand and Vietnam. Hyundai Motor of South Korea has a student traffic volunteers scheme in New Delhi and Madras, while Tata Motors trains commercial vehicle drivers.

Courses for truck drivers are seen as particularly crucial, as a lack of trained heavy vehicle drivers may be holding back business activity in India by hampering the transport of goods across the vast country.

“As more cars are sold, there is a demand for more drivers,” said Mohit Arora, managing director for India at J.D. Power Asia-Pacific. “Transporters also want drivers for commercial vehicles, where the need for training is perhaps most acute.

“Tata has struggled with the fact that during the boom there weren’t enough experienced drivers, which can actually dent demand for trucks,” he said.

GM recalling 944,000 vehicles

WASHINGTON: General Motors Corp. said Friday it was recalling 944,000 vehicles because of a problem with a windshield wiper fluid system that could lead to a fire.

More than 850,000 sport utility vehicles, trucks and passenger cars in the United States and nearly 100,000 vehicles in Canada, Mexico and the Middle East are involved in the recall, the company said.

GM said it includes the 2008 Buick Enclave, 2006-2008 Buick Lucerne, 2006-2008 Cadillac DTS, 2007-2008 Cadillac Escalade, 2007-2008 Cadillac Escalade ESV, 2007-2008 Cadillac Escalade EXT, 2007-2008 Chevrolet Avalanche, Silverado, Tahoe and Suburban, 2007-2008 GMC Acadia, Sierra, Yukon and Yukon XL, 2006-2008 Hummer H2 and 2007-2008 Saturn Outlook.

The recall involves vehicles with a heated washer fluid system. A short circuit in the system could cause electrical features to malfunction, which could lead to an odor, smoke or potentially a fire.

GM spokeswoman Carolyn Markey said there have been nine reports of fires and three of them have been linked to the system. There have been no accidents or injuries connected to the defect, she said.

The National Highway Traffic Safety Administration opened an investigation last February into 2007 Yukon and Tahoe vehicles over potential engine compartment fires. In June, the highway safety agency upgraded its investigation into about 2.7 million 2007-2008 GM trucks and SUVs and reported allegations of 41 engine fires.

Dealers will install a wire harness with an in-line fuse to fix the problem free of charge, GM said.

Venezuela moves to nationalize fuel distribution

CARACAS: President Hugo ChƔvez said that wholesale gasoline sales by private companies in Venezuela will soon disappear after his congressional allies pass a bill nationalizing the business.

Under the measure, which received initial approval in the National Assembly on Wednesday, the state-run oil company PetrĆ³leos de Venezuela will control Venezuela’s fuel distribution network but will not nationalize privately owned gas stations.

Dominated by ChƔvez allies, the National Assembly is expected to give its final approval to the legislation later this week.

Distributors, including subsidiaries of British Petroleum, Exxon Mobil and Chevron, had hoped to persuade the government not to seize total control of their businesses.

But ChĆ”vez ruled out allowing private minority stakes, accusing operators on Wednesday of making money at the country’s expense.

“This was an old scheme through which some private sectors seized the nation’s wealth without a drop of sweat,” ChĆ”vez said. “That’s what they defend.”

The law gives distributors 60 days to negotiate the sale of their businesses to the government or face expropriation. It also forces distributors to sell storage tanks and gasoline pumps to PetrĆ³leos de Venezuela and to relinquish their brand names.

Congressman Luis TascĆ³n, a former ChĆ”vez ally, said the pending legislation could cause shortages at gas stations because the government is not prepared to take full control over distribution.

The ChƔvez government has never raised gasoline prices and ChƔvez has ruled out any increase in the fixed pump price of around 12 U.S. cents per gallon, the cheapest in the world. Wholesale fuel distribution in Venezuela generally offers limited profitability because of the combination of fixed prices and high inflation.

“I’m warning the population that if this law is approved, we are going to see shortages in the short term,” said TascĆ³n, one of a handful of lawmakers who voted against the bill.

A PetrĆ³leos de Venezuela subsidiary controls 49 percent of fuel distribution in Venezuela, with the rest controlled by private companies, according to industry representatives.

Under ChĆ”vez, the government has nationalized Venezuela’s largest telephone, electricity, steel and cement companies and has assumed majority control over four major oil projects.

Also Wednesday, the president said in talks with the Mexican ambassador, the government has negotiated a deal that will let the Venezuelan authorities take full control of the local plants of the Mexican cement company Cemex.

He gave no details on what his government might pay for a majority stake in Cemex’s three Venezuelan cement plants, 30 smaller concrete plants and shipping terminals.

Venezuela seized the facilities on Aug. 19 after compensation talks failed.

Jorge PĆ©rez, a spokesman at Cemex headquarters in Monterrey, Mexico, confirmed the agreement with Venezuela but said compensation must still be determined in talks with the government.

ChĆ”vez also said that “time has run out” for an agreement on compensating the country’s largest steel maker, Sidor, and that Venezuela will determine on its own what shares in Ternium, the parent company, are worth.

Ternium is a subsidiary of the Argentine-Italian conglomerate Techint. It owned 60 percent of Sidor until it was nationalized in May.

ChƔvez added that the two sides disagree over a Ternium request that the government guarantee immunity from future claims by workers or others in Venezuela.

Honda Gelar Kompetisi Safety Riding

JAKARTA – Astra Honda Motor (AHM) menggelar kompetisi safety riding bagi para instruktur main dealernya di seluruh Indonesia. Sebanyak 40 instruktur mengikuti kompetisi ini di mana pemenang pertama akan dikirim ke Jepang untuk mengikuti Safety Japan Competition.

“Kompetisi ini merupakan upaya kami untuk merangsang main dealer Honda di daerah untuk melaksanakan acara serupa. Ini untuk memperkuat jaringan dan pelayanan terhadap konsumen,” kata Johannes Loman, Direktur Pemasaran Astra Honda Motor usai membuka 2nd Astra Honda Safety Riding Instructors Competition di AHM Part Center Cakung, Jakarta Timur, Kamis ( 24/7/2008 ).

Johannes menambahkan, pengaruh pelatihan safety riding dalam nenekan angka kecelakaan tak bisa terealisasi secar langsung. Ini membutuhkan proses dan dukungan tak hanya di pusat, tapi juga di daerah. Untuk itu pihaknya berupaya menambah infrastruktur terkait program safety riding selain menggandeng berbagai elemen, seperti kepolisian dan kalangan pendidikan untuk mensosialisasikan pentingnya safety riding.

Selain itu, AHM juga akan menambah Honda Training Center sebagai media pembelajaran mengemudikan sepeda motor yang benar. Saat ini AHM sudah memiliki 530 simulator yang tesebar di seluruh Indonesia. Jumlah tersebut akan ditingkatkan menjadi 1.000 unit hingga akhir tahun ini. Tahun lalu, AHM juga menyumbangkan 10 unit simulator untuk digunakan kepolisian yang sudah digunakan di Jawa dan Bali. Rencananya, tahun ini AHM akan menyumbang 10 unit simulator lagi.

Di kesempatan yang sama, Kepala Sub Direktorat Pendidikan Masyarakat, Ditlantas Polri, Kombes Suprodjo WS mengatakan, bertambahnya populasi sepeda motor identik dengan meningkatnya kecelakaan lalu lintas. Setidaknya 80 persen dari kasus kecelakaan yang terjadi, melibatkan sepeda motor. Oleh karena itu, kegiatan safety riding yang dilaksanakan ini mendapat dukungan penuh dari pihak kepolisian.

Sistem penilaian dan trek kompetisi yang dilaksanakan di sirkuit AHM Part Center, Cakung Jakarta Timur ini, mengikuti standar Japan Safety Riding Instructor Competition. Para peserta harus mengikuti serangkaian ujian termasuk teori. Untuk praktik, peserta diharuskan melewati rintangan, yaitu braking 60 km/jam, slalom figure + figure 8, slalom course, dan narrow plank. Postur dan posisi anggota tubuh saat mengendarai sepeda motor, juga termasuk dalam penilaian.

Pemenang pertama akan menjadi wakil Indonesia di ajang safety riding bergengsi internasional 12 th Safety Japan Competition di Jepang, pertengahan Oktober mendatang di Suzuka Traffic Education Center. Nantinya keempat puluh instruktur akan melatih instruktur-instruktur safey riding di daerah masing-masing, termasuk memberikan pembekalan kepada pembeli sepeda motor Honda. (ton)

Honda Yakin Jual 2,8 Juta Sepeda Motor

JAKARTA – Target penjualan sepeda motor hingga akhir 2008 diperkirakan mencapai 6 juta unit. Astra Honda Motor (AHM) selaku pemain pasar terbesar di Indonesia, berambisi merebut 48 persennya atau sekira 2,8 juta unit.

“Paling tidak target kami menguasai 48 persen pasar. Ekspansi pasar yang kami lakukan dengan meluncurkan produk-produk baru, tak menutup kemungkinan angka tersebut akan melonjak hingga 50 persen hingga akhir tahun ini,” kata Siswanto Prawiroatmodjo, Executive Vice Presiden Director AHM usai membuka 2nd Astra Honda Safety Riding Instructors Competition di AHM Part Center Cakung, Jakarta Timur, Kamis ( 24/7/2008 ).

Target tersebut cukup realistis untuk dikejar mengingat selama semester pertama 2008 saja, Honda telah menjual sebanyak 1,4 juta unit. Pada semester kedua, tren akan menunjukkan kenaikan seiring masa lebaran. Oleh karena itu, Siswanto yakin, kenaikan permintaan masih akan terjadi di semester kedua sehingga tak tertutup kemungkinan perolehanm market share Honda meningkat menyesuaikan permintaan pasar. “Jika penjualan motor mencapai 6 juta, kami yakni setengahnya adalah produk Honda, imbuh Siswanto.

Disinggung usaha Honda untuk mengantisipasi kenaikan permintaan tersebut, Siswanto berkomentar, saat ini pihaknya dalam proses meningkatkan kapasitas produksi menjadi sekira 250.000 unit per bulan. Selain menambah shift, ketiga pabrik perakitan Honda di Indonesia juga dioperasikan selama 7 hari penuh. “Saat ini kami masih berusaha menekan inden agar tak lebih dari 2 bulan,” katanya.

Saat ini sebagian besar model sepeda motor Honda mengalami inden mulai 1 minggu hingga 2 bulan. Menurut data AHM, sepeda motor skutik Beat yang baru diluncurkan sudah inden sebanyak 20.000 unit atau sekria 2 bulan. Selain itu jenis sport, seperti Mega Pro dan Tiger, juga inden 1 bulan lebih. Jenis bebek Revo dan Supra X 125 juga inden, terutama jenis cast wheel. (ton)
